The Foundation for the National Interest, together with the UP Institute for Maritime Affairs and Law of the Sea, with the support of The Asia Foundation, held its inaugural webinar series titled "Kwentong Mandaragat" on 24 September 2020 from 9 AM to 11 AM.
This first of many webinars tackled a critical and pivotal issue: the Philippines' history and initiative thus far in establishing its maritime zones.
The keynote address was delivered by Honorable Rep. Rozzano "Ruffy" B. Biazon, Vice Chairperson of the House of Representatives Committee on National Defense and Security and Representative of the Lone District of Muntinlupa City. Rep. Biazon stressed the importance of charting the Philippines' maritime zones in protecting the country's national interests while allowing for synergies in open navigation of the country's coastal and territorial seas.
The webinar hosted powerhouse expert presentation on the practice and study of the Philippine maritime domain. Jose Luis M. Alano AFP RET presented the history behind and the current situation of the Philippines' maritime zones from his experience in the Philippine Navy.
Amb. Gilbert G.B. Asuque, former Philippine Permanent Representative to the International Maritime Organization (IMO), presented the legal perspective behind the lapses as well as the opportunities in pursuing a credible and comprehensive maritime zone for the Philippines.
UP Institute for Maritime Affairs and Law of the Sea (UP IMLOS) Director Prof. Jay L. Batongbacal SJD gave particular attention to the necessity of archipelagic sea lanes and the necessary balance between its open-access and national security considerations.
The webinar event was attended by more than 60 individuals from various private and public institutions across the country and the world over.
